
Flood Action Groups
A Flood Action Group is made up of local volunteers who act as a voice for their wider community on issues linked to flooding.
We support hundreds of Flood Action Groups in England and Wales.
Flood Action Groups are community led groups that work in partnership with flood risk management agencies to help reduce flood risk and improve local resilience.
Because local residents experience flooding first‑hand, Flood Action Groups have a deep understanding of how flooding affects their area. This local knowledge is invaluable and can be used to co‑create solutions with agencies, rather than relying on one‑size‑fits‑all approaches.
Working in collaboration
Flood Action Groups typically work closely with organisations such as:
Local authorities and Lead Local Flood Authorities
The Environment Agency or Natural Resources Wales
Water companies and highways authorities
By sharing lived experience, historical knowledge, and local observations, groups can help agencies better understand:
Where flooding happens and why
How water moves through the community
Which locations and routes are most vulnerable
What solutions are likely to work in practice
This collaborative approach helps ensure that interventions are appropriate, practical, and supported by the community.
Practical solutions led by communities
Flood Action Groups across the country have worked with agencies to deliver a wide range of practical measures, including:
SuDS Pods and other sustainable drainage features to manage surface water
Water butt schemes to reduce runoff and encourage water management
Community‑owned rescue boats in areas where access roads become flooded
Improvements to local drainage and watercourses
Flood plans, warning systems, and local response arrangements
These projects succeed because they combine technical expertise from agencies with local insight from the community.
Building stronger, more resilient communities
Flood Action Groups do more than deliver physical measures. They help:
Build stronger relationships between communities and agencies
Improve communication before, during, and after flood events
